- Minutes of the Council meeting at the Hotel Cecil, Strand, on 7th January 1899, chaired by W. Kendall Burnett, recording resolutions on Chief Consul reappointments (E. A. Tafel, Thomas John Webb for Leicester, Rev. Joseph Mitchell for Ayr) and the appointment of Leslie J. Williams as Club Solicitor.

- Inventor John Brown describes his road-surface recording instrument, the Viagraph, comparing Irish and English road conditions using test diagrams from the Belfast-Lisburn and Leatherhead-Guildford roads.
- F. T. Bidlake discusses the correct definition of a road gradient, citing engineer W. B. Worthington's objection, distinguishes true 'back-pedalling' from 'pedal-backing' brakes such as the Doolittle and Whippet, and critiques G. T. McCaw's steering-stability formula.
- A. W. Rumney argues for more detailed local road-guide books to supplement the C.T.C. Road Book, citing Lennox's Scottish Borders and Haydon Perry's 'Road and Lane' as examples for Manchester riders.
- Continuing series on the Lincolnshire main routes (Brigg to Grimsby, Gainsborough to Louth) and the start of the Nottinghamshire routes (Nottingham to Lincoln via the Fosse Way), with H. S. V.'s sketches of Castle Rising and Sandringham on the Lynn district routes.

- C. W. Brown reviews tandems, sociable cycles, brakes, tyres, gear-cases, saddles and 'fad' machines exhibited at the National and Stanley Cycle Shows, including the Raleigh No. 15 tandem, the 'Kantor' horse-riding tricycle and new Dunlop and Palmer tyres.
- Members' letters debate ball-bearing pressure theory between Archibald Sharp and a correspondent styled 'Mushing', the Rights and Privileges Committee's ruling on 'rational' dress, the use of the mounting step, and further exchanges on the Bevis elliptical gear and Veeder cyclometers.
- Members advertise for touring companions for trips to Belgium and the Ardennes, the English Lakes and the Scottish border, and Scotland, plus a note on the Bishop of Bombay's address encouraging girls to take up cycling.
