- The editor reports the Council's protest, via a letter to W. F. D. Smith, M.P., against the Metropolitan Streets Act Amendment Bill's threat to bar cycles from London streets; notes new District Associations forming for the Home Counties and Birmingham, and the League of American Wheelmen's forthcoming cisatlantic tour landing at Southampton.
- Chief Consular vacancies for King's County and Monaghan, consular vacancies in Leicestershire, notice of a proposed Warwickshire District Association, Rights and Privileges guidance, the Belgian cycle-passport deposit requirement, and details of Thomas Cook & Son's official tourist-agent discounts.
- Minutes of the Special Council Meeting (30th March) and the usual monthly meeting (11th March 1899) at the Hotel Cecil, chaired by C.C. W. Kendall Burnett, including Honorary Life Membership elections for E. W. Burke, Rev. Alex. Hay, J. Lennox and J. A. - Specially reported minutes of the AGM at St Martin's Town Hall, Charing Cross Road (10th March 1899), chaired by W. Kendall Burnett with the Lord Advocate of Scotland proposing a testimonial to Secretary E. R. Shipton; the Annual Report and Balance Sheet are adopted, and members debate footpath riding, cut-price machines for members, Archer M. White's rejected motion to reconstitute the Council, and railway and traffic grievances.
- An informal meeting after the AGM, chaired by Archer M. White, resolves to form a Home Counties District Association covering London, Middlesex, Surrey, Kent, Hertford and Bucks, appoints White as Chairman and elects a General Committee including Croydon Roberts, Colonel Wilson and Pennell.
- Vol. II instalment describing Routes 430 (London to Wells), 433 (Wells to Norwich via Holt) and 446 (London to Cromer), taking in Brandon's flint-knapping industry, Castle Acre Priory, the revived Walsingham pilgrimage, and the road through Holt to Cromer.
- F. T. Bidlake writes on free wheels, tracing the Linley-Whippet's development, classifying foot-brake types (including the Juhel, Pall-Mall and Eclipse coaster), and describes a City of London cycling tour with C. L. Freeston to test hostility to cyclists ahead of the Metropolitan Streets Bill.

- Letters on the Club's 21st-anniversary Harrogate celebration, the Shipton testimonial, the L.A.W.'s English tour, a proposed veteran's-badge numbering scheme, touring queries on Switzerland, the Ardennes, Holland and the Vosges, and an extended exchange on the "rationals" dress controversy after the Council backed a member refused hotel accommodation.
