    The Italian Finance Ministry (31 March) agrees in principle to ease customs formalities for members presenting their card and to accept T.C.C.I. repair and medical kits at frontier customs posts; the French Finance Ministry (24 April) separately grants members free transit across French frontier customs on presentation of a card countersigned by their mayor or a notary.

    Roads Section chief Bertarelli thanks members and consuls for their praise of the new Guida, describes the coming Guida Regionale della Lombardia and a little-known mule track along Lake Como's western shore from Argegno to Tremezzo via Colonno and Lenno, sketches three day-trip itineraries for Milanese cyclists, and passes on Cremona vice-consul engineer Frazzi's advice on seasonal road maintenance (gravel spread only in autumn, roads kept clear of mud and dust).

    Legal Section chief Ignazio Dell'Oro, citing France's 1894 Barthou commission and its resulting national cycling code, proposes an 18-article model regulation for bicycle traffic in Italy, free road use, a compulsory brake, bell and lamp, keeping to the right, a ban on frightening horses or trick-riding in town, and hire-shop registers, inviting members' comments before it goes to government.

    Announces the Milan section's ride to Varese on 17 May via Cislago, with a group continuing the return via Gallarate; entry fee 2.50 lire, registration at T.C.C.I. headquarters.

    Report on the Bologna section's first ride, 19 April, with over twenty members led by console Sandoni and vice-console Buldrini to Bazzano's medieval fortress and the Casalecchio dam; the section names a patronage committee including Principessa Ines Hercolani and deputies Marescalchi and Pini, and plans metal plaques and prizes for road menders.

    List of the Rome section's seven Sunday rides completed since February, from Albano (44 km, led by Pardo) to Castelgandolfo (50 km, led by Storni), with consuls Storni and Meregalli also directing outings to Fiumicino, Monterotondo, Tivoli and Ostia.

    The Iseo section opened its 1896 rides on 30 March with an 85 km circuit past Lake Iseo, Lake Gaiano and Lake Spinone via Lovere and Sarnico.

    Report on the Fiume section's inaugural club ride, 25 March, a 74 km round trip to Feistritz on the road to Ljubljana, ending in a riotous supper with toasts from the "poet-cyclist" Frou-Frou and a moonlit ride home.
  • Convegno Ciclistico a Milano
    The council's 29 April sitting decides to hold a large cycling rally in Milan in June, organised by the Milan Consular Corps, with cyclists converging from surrounding towns for a joint breakfast, a procession to Piazza del Duomo and an evening banquet.

    List of well over a hundred new membership candidates proposed between 31 March and 30 April 1896, from Genoa, Milan, Rome and Cremona to as far afield as Budapest and Lugano.

    A private letter of 14 April from Luigi Vittorio Bertarelli to Johnson, read to the council in his absence, describing the exhausting work behind the new Guida, 1,800 sheets of 1:25,000 mapping checked twice, altitudes worked out by hand from tangled contour lines, thanking consuls Maddalena, Cavazzocca, Frazzi, Cottarelli, Nigherzoli and Spadini for their help, and promising the Annuario within ten days and four route profiles within a fortnight.
